OAM 11gR2: Unable To Load New Service Provider Metadata In OAM Console (Doc ID 1953604.1)

Symptoms

A new Service Provider is being configured in Oracle Access Manager (OAM) 11.1.2.2 for Identity Federation.

Suitable values are entered in the Create Service Provider Partner page and a Metadata File is selected.

When the Save button is clicked Error: Index: 0, Size: 0 appears beside the Metadata File field.

The problem may be specific to certain Service Providers (SPs), other SPs may be created successfully.

Steps to reproduce

1. Login to OAM Console and select Identity Provider Administration in the Launch Pad page.
2. Click the Create Service Provider Partner button.
3. Complete the necessary fields in the resulting Create Service Provider Partner page. Click Browse in the Metadata File field and select the SP metadata file.
4. Click Save: Error: Index: 0, Size: 0 appears beside the Metadata File field. The Service Provider is not created.
