Special Characters Including any Non-English Language Are Not Rendering Properly When Editing Assets (Doc ID 1954702.1)

Symptoms

In WebCenter Sites, with Apache webserver and Tomcat application server.

Issue was discovered while attempting to perform Add Link into a TEXTAREA attribute box on an asset via Contributor UI where the text to be linked contained Chinese characters and CKEditor was not in use. When the Template Select form opened the linked text appeared corrupted.

The issue can occur with or without the use of CKEditor and is also seen for many editing actions which contain special characters including any non-English language like Chinese,

Some examples of where the issue will reproduce:
1) log in to contributor UI
2) try to create a link using Add Link against text which contains special character (multilingual)
3) when the template select form opens observe the text you are linking has changed and appears corrupted.

Or

1) log in to contributor UI
2) Use CKEditor in insite while attempting to edit a template in web mode
3) Input a sentence with French characters like: De tout façon j'habite à Paris.
4)When saved, all French special characters are converted wrongly.

Due to this issue, developers using other languages are unable to properly create/modify assets.
