In-Process Reports Server Fails to Start on Windows Because a Problem in PATH Variable in setDomainEnv.cmd File (Doc ID 1954810.1)

Symptoms

The in-process Reports Server does not use the first directory that is mentioned in the PATH which is set in setDomainEnv.cmd.

In a Reports 11.1.2.2.0 environment, the following PATH is set in setDomainEnv.cmd for WLS_REPORTS.
The first directory in this PATH is "%ORACLE_HOME%\BIN" of this Reports environment.
