Oracle WebCenter Sites Explorer Fails To Connect with Error "Unable to read catalog "RTInfo" from server" (Doc ID 1955049.1)

On : version, WebCenter Sites

When attempting to connect to Sites using Sites Explorer
the following error occurs:

'Unable to read catalog "RTInfo" from server "hostname" on port "port" using username and password.'

Followed by:
'Unable to read catalog "SystemInfo" from server "hostname" on port "port" using username and password.'

1 - Start Sites Explorer
2 - Provide the login details to a sites instance

The issue occurs with any user, even users with SiteGod privileges (ContentServer, fwadmin, etc)

The authentication is successful, since the application server log reports:

INFO [org.jasig.cas.authentication.AuthenticationManagerImpl] - <AuthenticationHandler: com.fatwire.wem.sso.cas.plugin.CSAuthenticationHandler successfully authenticated the user which provided the following credentials: [username: admin]>
INFO [org.jasig.cas.CentralAuthenticationServiceImpl] - <Granted service ticket [ST-6-Q1zjRgdX192tdISA40FY-cas-localhost-1] for service [*] for user [admin]>

However, the error message above occurs and the screen remains empty.
