Creating an Exalogic Virtual Network Fails with the Error: Ex Tag Allocator is not Initialized for NOTIONAL Fabric (Doc ID 1956045.1)

Symptoms

In Exalogic EMOC, an attempt was made to delete a network on one fabric and then redefine it on a different fabric. The job fails with the following error:
