Node Manager Does Not Honor Max Restarts Within Interval (Doc ID 1957073.1)

Symptoms

Managed servers are started using Node Manager and are configured with the following settings:

Restart Interval: 3600

Max Restarts Within Interval: 10

Restart Delay Seconds: 60

It is expected that Node Manager should attempt to restart the managed server 10 times over a period of 3600 seconds at an interval of 1 minute. However, this does not happen. After the first restart attempt, we see the following in the nodemanager.log:
