AutoKillIfFailed Does Not Work when Server Health State Is Failed (Doc ID 1957076.1)

With current implementation of AutokilledIfFailed feature the server is moved to failed state if any server subsystem goes down.

With this new patch the server will be moved to failed state if the health of the server is failed although the server is running.
