Message Flow not Automatically Resuming after Severed Connection Restored (Doc ID 1957220.1)

Symptoms

On : 11.1.1.7.0 version, Health Care FastPath

ACTUAL BEHAVIOR
---------------
After connectivity is lost for an outbound endpoint, messages start queuing up in MSG_WAIT_TRANSMIT state.
After the connection is re-established, message flow does not resume automatically, even after disabling/enabling the endpoint.

All queued messages have to be skip in order for the new messages to start flowing.

EXPECTED BEHAVIOR
-----------------------
It is expected that once connectivity is restored, processing of queued messages should resume automatically.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process messages.
2. Severe connection to message source.
3. Message processing stops.
4. Restore connection.
5. Message processing is not resume.
