OAM Login Page Very Slow To Display If Protected Resource Accessed Using POST Method

Performance issues with OAM 11g SSO login: The Oracle Access Manager (OAM) login page / prompt is taking a long time to be displayed when the protected resource is accessed using POST method.
This issue reproduces with any login method that requires prompt for credentials e.g. form-based, WNA fallback login etc.
This issue only reproduces where WebGate is installed on an Apache-based webserver e.g. Oracle HTTP Server (OHS), Apache, IBM HTTP Server (IHS).
This issue is specific to display of the OAM SSO login prompt. Performance issues after submission of credentials are not within scope of this document.
Steps to reproduce
1. Create an html page which does form POST to OAM protected resource.
6. Access the html page and click on the link so that html page requests the protected page using GET method.
7. OAM takes less than a second to display the OAM SSO login page.
