Submit Button Not Enabled if User Login, First or Last Name or Dispaly name are Not Changed (Doc ID 1958894.1)

Goal

When we modify (with xelsysadm) an OIM user, the submit button is not enabled if we don't change the User Login, First or Last Name or Dispaly name.
If we add also a simple blank in LOGIN, the submit button becomes enable. Then, we cannot modify an attribute of Identity User if we don't modify also LOGIN (or name, or surname, or display name) of the user.
How can we resolve the issue?
