"Seconds To Trust An Idle Pool Connection" Does Not Work In WLS 12.1.2 and 12.1.3

Symptoms
A datasource connection pool is configured with "Test Connections On Reserve" enabled and "Seconds to Trust an Idle Pool Connection" set to 10 seconds. However "Seconds to Trust an Idle Pool Connection" setting has no effect. Connections falling within the "Trust" time are still performing a connection test rather than skipping it.
With JDBC debugging enabled, the following messages are printed in the server's logfile even for requests that fall within the "Trust" time. SELECT 1 From Dual is the database query for "Testing connections on Reserve":
