Stopping OHS 12.1.3 Fails with "error occurred while performing nmConnect : Cannot connect to Node Manager" (Doc ID 1959645.1)

<span class="sBugInternalContent">On:Oracle HTTP Server 12.1.3
The " ohs1 storeUserConfig" has been previously run. </span><span class="sBugInternalContent">When the node manager is stopped and then ohs1 is issued, it fails with 
"Error occurred while performing nmConnect : Cannot connect to Node </span><span class="sBugInternalContent">Manager</span>" trying to connect to the node manager.

<span class="sBugInternalContent"></span>The following steps reproduce the issue:
<span class="sBugInternalContent">1. Run</span>
<span class="sBugInternalContent">2. Run " ohs1 storeUserConfig"</span><span class="sBugInternalContent"> and provide password; this creates </span><span class="sBugInternalContent">Key files in the users home directory .wlst</span>
<span class="sBugInternalContent">3. Stop Node Manager</span>
<span class="sBugInternalContent">4. Run ohs1</span>
