Stopping OHS 12.1.3 Fails with "error occurred while performing nmConnect : Cannot connect to Node Manager" (Doc ID 1959645.1)

Symptoms

The "startComponent.sh ohs1 storeUserConfig" has been previously run. When the node manager is stopped and then stopComponent.sh ohs1 is issued, it fails with 
"Error occurred while performing nmConnect : Cannot connect to Node Manager" trying to connect to the node manager.
The following steps reproduce the issue:
1. Run startNodmanager.sh
2. Run "startComponent.sh ohs1 storeUserConfig" and provide password; this creates Key files in the users home directory .wlst
3. Stop Node Manager
4. Run stopComponent.sh ohs1
