Why Starting Up Veridata 12.1.3 Server fails with specified size exceeds the maximum representable size error? (Doc ID 1960736.1)

Why does starting Veridata 12.1.3 managed server fails with
starting weblogic with Java version:
java version "1.7.0_55"
Java(TM) SE Runtime Environment (build 1.7.0_55-b13)
Java HotSpot(TM) Server VM (build 24.55-b03, mixed mode)
Starting WLS with line:
/app1/java/jdk1.7.0_55/bin/java -server -Xms5120m -Xmx5120m -XX:PermSize=128m -XX:MaxPermSize=512m -Dweblogic.Name=VERIDATA_server1
Invalid initial heap size: -Xms5120m
The specified size exceeds the maximum representable size.
Error: Could not create the Java Virtual Machine.
Error: A fatal exception has occurred. Program will exit.
