The following error occurs while deleting items that are still in workflow in Review state, csUnableToExpireOrUnexpire (Doc ID 1961016.1)

Symptoms

The following error occurs while deleting items that are still in workflow in Review state.

csUnableToExpireOrUnexpire(<contentid>) Unable to expire document '<contentid>' when it is in Release State '(Err)'.


Steps to reproduce:
1. Create a workflow that would put items into a review state:
2. Checkin a content item into a framework folder.  Tried deleting item from Content Info page, but received appropriate message "Unable to delete revision for '<content ID> ...'"
3. Tried deleting the same item by selecting "Actions"->"Delete" from folder page, and received the "csUnableToExpireOrUnexpire(<contentid>) Unable to expire document '<contentid>' when it is in Release State '(Err)'." message.

NOTE: Clicking OK will delete the folder information from content item.  Therefore, the content item won't show up in folder and a search will be needed to find content item.
