WCC Connector Rules Show Up Empty/WCC Import Fails With Error "Cannot invoke WCC/Pull/CreateAsset" (Doc ID 1961514.1)

Symptoms

When viewing a Rule in the Connector Admin tab -> Rules -> {a rule}, the page shows field names (Name, Description, etc) but no data, or in some cases it shows a blank page.
Instead of the usual four STEP tabs, all the tab fields are shown on a single page and there is no header with tab bars.

The sites.log shows exceptions:

When trying to import content from WebCenter Content using the connector, the import log shows an error: Error Cannot invoke WCC/Pull/CreateAsset

The sites.log shows the same exception as above, followed by another exception:
