After Adding a Couple of Documents, Default Storage Rule Cannot Be Edited

Symptoms
After having installed 11.1.1.8 and a bundle patch (it doesn't matter which) and adding a couple of content items, you are not allowed to edit the default file store rule. After attempting to edit it, you get the error:
Content Server Request Failed
Unable to edit storage rule 'DispByContentId'. Unable to edit storage rule 'DispByContentId'. There are items stored with this rule.
Unable to edit storage rule 'DispByContentId'. Unable to edit storage rule 'DispByContentId'. There are items stored with this rule.
Changes
New installation with a couple of contents added using the default rule.
