Unable to activate changes in WebLogic Console. Long wait and then 'BEA-240003' (Doc ID 1962207.1)

Symptoms

 When attempting to activate ANY change from the WebLogic Console in a clustered domain the activation runs for 5 minutes and then fails with a timeout.  The logs contain an error similar to this:

 

The actual 'STATE' of the change may vary but the error is the same.

You probably had also noticed that it took the managed servers a very long time to start due to a couple of pauses at particular spots.

If all of the managed servers are down, Console activation works as expected.
