Symptoms

In a new installation of APEX version 4.2.x or higher


When attempting to access APEX the following error is raised after displaying the APEX logo.



STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:

1. Install/Upgrade APEX
2. Configure ORDS or any other supported listener to access APEX
3. Try to access the main APEX Admin page or the APEX Application builder page
4. The login page does NOT display completely.  Only the logo is seen and then the error after it.


Changes

  In anticipation of using Transparent Data Encryption, the DBA has used the Database Initialization Parameter setting:  _use_fips_mode=true
