Users Are Not Able To View/Download Documents After Upgrading/Patching to WebCenter Portal 11.1.1.8

Symptoms
When attempting to to view (or) download documents from WebCenter Portal after upgrading from 11.1.1.6.6 to 11.1.1.8.0,
Some users get the following error:
Page Not Found
The WC_Spaces-diagnostic.log shows the following errors:
- The transfer of the document /oracle/webcenter/doclib/view/jsf/taskflows/folderViewer/mdssys/cust/user/.../folderViewer.jsff.xml is not successful.
- java.io.FileNotFoundException: /tmp/prdmds/oracle/webcenter/doclib/view/jsf/taskflows/folderViewer/mdssys/cust/user/.../folderViewer.jsff.xml (File name too long).
