When Upgrading WebCenter Interaction to 10.3.3, the dbupgradetool Returns an 'encrypted string is invalid' Message (Doc ID 1965655.1)

During the process of upgrading a WebCenter Interaction 10.3.0 environment to 10.3.3, the dbupgradetool UI returns the following error:

An error occurred while connecting to WCI:

Message: =2147024809 - Error in function PTUpgrademanager.Connect(): -2147024809 - Error in function PTUpgradeManager.RecordErrorAndContinue(ex==com.plumtree.openfoundation.util.XPIllegalArgumentException: XPRC2Crypto.Decrypt(): The encrypted string is invalid, it does not start with with a valid marker character., sContext == ''Failed to decrypt password for user Administrator using legacy encryption scheme. If this tool has already been run to upgrade DB from 6.5, then the password encryption scheme has changed and the tool cannot run again until it is needed to upgrade from the 10.3.3 DB schema version to a higher version'.): =2147024809 - Error in CPTUpgradeManager::RecordAndContinue opening error log file null: com.plumtree.openfoundation.util.XPNullPointerException: Value cannot be null.
