No Applications nor Sites are Available after Configuring LDAP Integration (Hybrid Integration) (Doc ID 1966024.1)

Symptoms

After intergrating the WebCenter Sites system with LDAP server as Hybrid Integration (i.e. leave sites and roles in repository DB, integrating only users and ACLs), according to following document:

WebCenter Sites: Installing and Configuring Supporting Software 11g Release 1 (11.1.1.8.0) (E29751-02)
21 Integrating Oracle WebCenter Sites with Hierarchical Schema LDAP Servers 

no one, including administrator user (fwadmin), can open the WebUI. The user can be authenticated successfully but the message "No Applications Are Available For This Site" is shown and the user cannot select any available site.
