SAML Tokens In the Distributed Cache Of Oracle API Gateway Are Not Shared Between Instances (Doc ID 1966724.1)

Symptoms

Two load balanced instances are sharing the same SAML tokens through a distributed cache.
Everything works well most of the time, but intermittently, the SAML token created on one instance is not populated on the other instance.
This leads to intermittent authentication failures with the client requests.
