WebLogic Server Thread Count Increases, But Rarely Ever Goes Back Down (Doc ID 1966727.1)

We have been seeing a trend that when our WebLogic Servers start, the thread count value is very low per server. As our traffic increases, we do see that the number rises (expected) but later when there is extremely low traffic, we never see the thread count go back down to anywhere near where it was initially.

Is this expected behavior with WebLogic Server?

If not, are there some adjustments that can be made to release those threads that may not be needed?
