Icons Are Missing / Broken For Spaces In The Recent Portals Section Of The Portal Switcher

Symptoms
The Recent Portals section on the Portals dropdown (Portal Switcher Component) does not show the icon for the Portal.
They are using an icon and logo that point to an uploaded image stored in WebCenter Content.
The Portal itself seems to work correctly, it shows the icon/image on the page and in the Admin settings.
Also the image shows in the list of Portals but does not show in the Recent Portals section on the same drop down list.
Shows as broken image.
