In OAG 11.1.2.3.0 Policy Studio, it is not possible to register a Web Service from a WSDL URL when not providing authentication information.

In Policy Studio, use any WSDL which is freely accessible without requiring any authentication.

1.) Open Policy Studio
2.) Navigate to the Register Web Service screen
3.) On the Load WSDL screen, select WSDL URL.
4.) There is a field "Authentication" there.
   By default, "Use HTTP Basic" is *not* checked
   Leave it unchecked.

Loading the WSDL then fails.
