Portal's Content Presenter And Resource Catalog Only Allows The Browsing Of The First 50 Items (Doc ID 1968488.1)

Symptoms

Portal's Content Presenter and Resource Catalog only allow the browsing of
the first 50 items when using Framework Folders.

Webcenter Content has many more documents and folders in a folder, but when trying to
select documents from Portal, only the first 50 folders/documents are returned.

The issue can be reproduced in WebCenter Portal with UCM/WCC using
Framework_Folders, but not Folders_G.

After analysing the idc calls made from WebCenter, it looks like the
parameter folderCount=0 and fileCount=0 are missing.

For the case when all files/folders are returned, you can see these
parameters (folderCount=0 and fileCount=0)
e.g In Page Edit mode -> Documents tab

For the case when only 50 files/folders are returned, these two parameters
are missing
eg:

In Page Edit mode -> Edit Content Presenter taskflow, and select Content ->
Browse

In Page Edit mode -> Resource Catalog -> Content Management -> Portal
