Cannot Find CryptojFIPS.jar in WebLogic 12c (Doc ID 1968695.1)

Goal

You need to setup my WebLogic server so that it is FIPS 140-2 compliant using ciphersuites. 

The documentation (https://docs.oracle.com/cd/E24329_01/web.1211/e24422/ssl.htm#SECMG384) states to add the cryptojFIPS.jar to the PRE_CLASSPATH variable but you do not have the cryptojFIPS.jar file on your system.
