Why Does Capture not Display a Warning when Releasing a Document / Batch that has a Required MetaData Field Empty? (Doc ID 1968895.1)

Goal

In Capture 10g, when a user attempted to commit a batch / document that contained a required meta-data field that was empty, a message was displayed warning the user.  Why is this behavior not available in Capture 11g?
