Symptoms
When attempting to publish assets, the following error occurs.

Additionally, when viewing the list of assets ready to be published, no assets are shown and the screen contains the following line at the top:
| Variables.totalNumberOfAvailableAndSelectedAssets assets available for Publishing. Variables.totalNumberOfSelectedAssets of these assets are already selected for On Demand publishing |
