ResourceLockedException: MDS-00557 during redeployment (Doc ID 1969868.1)

Symptoms

When user tries to redeploy a project multiple times with the same revision and following options:
- mark Composite Revision as default
- Overwrite any existing Composite with the same revision Id
- Keep Running instances on after deployment

Deployment completes with the following MDS related errors and then project is not accessible from the EM console until the server is restarted.
(i.e. on expanding soa-infra at left hand side in EM console, the composite is not listed)
