User Credentials Are Not Synchronized To The Repository

Symptoms

Credentials added or modified in the ESSO-LM client are not being written and updated in the repository for some random users.

The expected behavior is that when users Add/Modify their credentials, the updated credentials are synchronized to the vGOUserData object under the PEOPLE container in the ADLDS repository.

The issue can be reproduced at will with the following steps:
1. Create/Modify a credential in the ESSO Logon Manager on the local workstation.
2. Disconnect or log off the workstation session. (Delete local cache is enabled in the syncrhonizer and the local cache is deleted from the workstation)
3. Logon to the workstation or KM session and open Logon Manager. The new credential is not saved. Credentials with new passwords have been restored to the old password still in the repository.
