Storage Node Fails to Start When the Configuration Contains a Proxy Scheme in Which the Default Host and Port Values are Null, Even When the Service is Configured to not Auto-Start

The same cache configuration file is used by the proxy and storage nodes in a cluster, and contains the following proxy scheme definition, where the highlighted elements are key to the problem:
No error is reported when a proxy node is started with the system properties extend.service.host and extend.service.port set to valid values, which are used to override the default empty values supplied in the cache configuration file.
The same configuration works fine in 12.1.2 but fails in 126.96.36.199.0 and 188.8.131.52.1.
