OID 11g Not Responding After OS Windows 2008 R2 Patching / Updates (Doc ID 1981080.1)

Oracle Internet Directory - Version 11.1.1 and later
Microsoft Windows x64 (64-bit) - Version: 2008 R2

Symptoms

Oracle Internet Directory (OID) 11g, e.g., 11.1.1.6.0 on Windows 2008 R2 VM server.

OID is not responding after Windows OS patches were applied.

The same OS patches were applied in a different environment  and there were no issues.

But on this system, after the patching, OID started but upon checking OID was not responding.

The WebLogic console works, and Oracle Directory Services Manager (ODSM) comes up, but unable to log into OID.

The wls_ods1-diagnostic.log shows:

The oidmon-0001.log ends with:
