After rolling back patch 19703435, invalidation was behaving correctly.

This is an invalidation only cluster as described in Chapter 3 of the Fusion Middleware Administrator's Guide for Oracle Web Cache, section 3.6.7 Configuring Administration and Invalidation-Only Clusters (at
http://docs.oracle.com/cd/E28280_01/web.1111/e10143/highav.htm#OWCAG444)

Changes

Confirm first of all that this is an 'invalidation only' Web Cache cluster because patch 19635979 only causes a problem on a 'invalidation only' Web Cache cluster.
