After Installing WCC Patch 19060553, Error " TCM-00787: A repository error occurred" Occurs When Uploading a Document to WCC Imaging (Doc ID 1981968.1)

Symptoms

After applying the latest Content Server (UCM) MLR patch (Patch19060553 - WCC 11.1.1.7.0 BUNDLE (MLR 06) JULY 2014 ), the following error occurs when uploading any document to WCC Imaging. 

The Imaging diagnostic log shows the following error:

TCM-00787: A repository error occurred.
               stackTraceId: 4-1423221907531
               faultType: SYSTEM
               faultDetails:
                 ErrorCode = oracle.stellent.ridc.protocol.ServiceException, ErrorMessage = Unable to execute service IPM_DOCUMENT_UPLOAD and function ipmUploadDocument.

 The WCC diagnostic log shows the following error:
