Users That Were Deleted Then Re-created In OID 11g Are Unable To Login To Portal

Users that were deleted then re-created in OID 11g are unable to login to Oracle Portal 11g.
DIP Processes seem to be running without errors.

The error the users see when they try to login is:

Internal error (WWC-00006)
Unexpected error encountered in wwsec_app_priv.process_signon (User-Defined Exception) (WWC-41417)
There is a conflict with your username. A user with the same name but a different global
indentifier exists. Please contact your administrator
