Outbound Calls From WebLogic Domain Running On Exalogic Are Very Slow When Using Infiniband Address As Listen Address

When running WebLogic 12.1.2 domain on Exalogic machines (either physical or virtual configurations), issue of outbound calls from Weblogic domain (running on Exalogic) to other applications or servers outside of Exalogic rack taking long time is observed.
This issue only happens when using IPoIB Infiniband address (which is usually bond0 in physical configurations). This issue does not happen when using EoIB address.
To explain the symptoms better, for e.g. if we have Application A running on WebLogic domain A (on Exalogic) calling application B running on another WebLogic Domain B. Calls from Application A to Application B take long time like 20 seconds or more.
