In 11g WebCenter Content, PDFWatermark does not Appear on PDFs that are Version 1.6 (Doc ID 1984946.1)

On : 11.1.1.8.0 version, Content Server Oracle 10gR3 - 10.1.3.5.1 (140220) (Build:7.2.4.124)
PDFWatermark - 10.1.3.3.4 Build 20110308 Compatible with Build (7.2.1.181-)

and on version

Oracle 11gR1 - 11.1.1.8.0PSU-2014-09-04 00:14:28Z-r120579 (Build:7.3.5.185)
PDFWatermark - 2014_02_14-dev (rev 115721) Compatible with Build (7.3-)

ACTUAL BEHAVIOR
---------------
When using PDF watermark to dynamically watermark PDF's, the PDS's get watermarked unless they are PDF version 1.6. In that case no watermark appears on the document and there are no errors.

EXPECTED BEHAVIOR
-----------------------
It is expected if Dynamic PDF Watermarking is working correctly for PDF's version 1.4 or 1.5, that PDF's which are version 1.6 should get watermarked as well

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up PDF Watermark to dynamically watermark PDF's
2. Check in test PDF's
3. PDF file versions 1.4 and 1.5 get the watermark but PDF's version 1.6 do not

Workaround: Printing to PDF normally resolves the issue.

BUSINESS IMPACT

The issue has the following business impact:
Users open PDF 1.6 files that should have a watermark such as 'do not copy' and are not able to use the information provided by the watermark as intended since it is not present and there is no indication that one should be there.
