Incorrect Download File Name In IE11 - af:exportCollectionActionListener and af:fileDownloadActionListener

Symptoms
When using IE11, the name of the file being download is not correct.
The name displayed of the file to be downloaded is _UTF-8_Q_DownloadFile=2Etxt_ instead of DownloadFile.txt.
The problem reproduces in both af:exportCollectionActionListener and af:fileDownloadActionListener components,
but only when the application is deployed to JDeveloper's embedded WebLogic server.
When deployed to a standalone WebLogic, the file name is correct, even though both environments have the
same patches applied, including the ones necessary to run ADF applications in IE11.
