How can performance be improved for VPN or network segment clients?

Symptoms:

Users on Windows 7 are connected to WCC using WebDAV.   When connected directly to the network performance is fast.  When connected through VPN or on different network segments, performance is very slow. 

Cause:

Windows Vista or Windows 7 is used to access WebDAV resources. No proxy server is between the client machine and the WebDAV resource.  The PC could experience longer than expected delays when:

  Opening a WebDAV folder
  Copying files to or from a WebDAV folder
  Changing from one folder to another on the WebDAV folder
