Unable To Get Bind Variables From The ADF Filter As Per ADF Code Corner Example #59 (Doc ID 1985610.1)

Symptoms

Using ADF Code Corner Sample code #59 works with no problems in 11g.
However, after moving the code to 12.1.2 it is clear that the bind variables are not being passed to the filter map and it doe snot work.
