Unable to Find Sites Explorer in WebCenter Sites Installation Directory (Doc ID 1985705.1)

Symptoms

According to the WebCenter Sites Developer's Guide, Sites Explorer (ContentServerExplorer.exe) is installed under WebCenter Sites Explorer directory on a computer where WebCenter Sites is installed (tools/ContentServerExplorer).
However, Sites Explorer is not installed in that location.
