Performance Issue With Forms 11g Using JRE 1.6.0_45 on Windows7

Symptoms
A Forms application has been migrated to 11.1.2.x. In addition the end user Client PCs have been upgraded from Windows XP to Windows7. The Windows upgrade includes:
- Windows XP to Windows 7
- 32 bit to 64 bit OS
- Internet Explorer (IE) from 8 to 9
- Java Runtime Ennvronment (JRE) 1.6.0_30 to JRE 1.6.0_45
When running the Forms application on the new Client PCs (with same hardware or ever stronger), the Forms applet responds slower.
The issue is replicated from JRE 1.6.0_45 to 1.6.0_71 using IE 9 and/or IE 8. However, performance is good using JRE 1.6.0_35.
The slowness can be seen when repainting/rendering of the Forms canvas and when moving between Form Tab pages.
The Following settings did not help:
- Disabling "TCP Window Scaling" on client and server,
- Disabling RSS,
- Disabling RDC and NetworkThrottlingIndex
- Defining JPI_PLUGIN2_NO_HEARTBEAT=1 and GDI vs. direct 3D
Changes
Using JRE versions 1.6.0_45 through to JRE 1.7.0_71 AND Bidrectional (BIDI) environment (e.g. NLS_LANG=HEBREW_ISRAEL.IW8ISO8859P8)
