Large REST Policy Requests Take an Excessive Time to Complete (Doc ID 1987572.1)

Symptoms

When attempting to perform a REST call to retrieve a large amount of policy data, the result can take an excessive amount of time to be returned...for example, the request

wget --read-timeout=10000 --http-user=****** --http-password=******** --auth-no-challenge http://<HOSTNAME>.<DOMAIN>:<PORT>/oam/services/rest/11.1.2.0.0/ssa/policyadmin/authzpolicy?appdomain="MyAppDomain"

takes 20 minutes or more to complete when returning roughly 6000 authorization policies.
