Unable to Access OAM Console after Applying BP07 Or BP08 Patch to OAM 11GR1 (Doc ID 1987663.1)

Symptoms

After applying patch 19730928 (BP07) or 19822595 (BP08) onto Oracle Access Manager (OAM) Version 11.1.1.5.0 and restarting the admin server and oam server
we are seeing the following error when attempting to access the OAM admin console:

"System error . please re-try your action. If you continues to get this error, please contact your administrator"

In the log we can see the below exception:



Changes

The parameter "serverRequestCacheType" was set to "FORM".
