A Unix target session checkout is not working

Users receive an access denied error when attempting to checkout a session from the Unix target using an SSH connection with Putty.

ssh -p ::@
Access denied.

The issue can be reproduced at will with the following steps:
1. Open a Putty SSH session to the Unix Target.
2. Type the following command: ssh -p ::@
3. Connection fails with Access denied error after entering the user password.
