Symptoms
In the native UI, navigate to Administration-> Admin Actions. Note that the Progress Trace sections under Weblayout Publishing and Schema Publishing show as href URIs instead of as hyperlinks.
Changes
Install one of Bundle Patch 7, 8, or 9 over your 11.1.1.8 installation.
