Unable to Check In Email Using DIS Because of Publication Date Error (Doc ID 1988930.1)

Symptoms

While checking in an email to the Content Server via Desktop Integration Suite (DIS) Outlook Check In Mail Item the Email MSG Mapping of the 'Email Sent Time' > 'Publication Date' and 'Email Receive Time' > 'Received Date' are not formatted correctly.

The problem is that the system is configured for Dutch (Nederlands) locale and the time for 12/4/2014 is set in Outlook and the Operating System to 4-12-2014. The email mapping will use a forward slash that will result in an error and not allow the user to check-in the email.
