Community Server Cannot Enable Email And Name In Comment Section (Doc ID 1989380.1)

When posting a comment user name and email text box are not displayed to post, even though they are enabled (see below) to be displayed for anonymous user in the comments permissions screen.

       a. User must enter a name
       b. User must enter an email address
