WCC WebUI: Rules And Profiles Labels Show Ww When Use Lang Component (Doc ID 1989792.1)

Symptoms

There are two languages set for an environment (English and Hebrew).  There is also a custom component with captions:

lang/ww_strings.htm
<@wwEngineering=Engineering@>
<@wwEngDocumentType=Document Type@>

lang/he/ww_strings.htm
<@he.wwEngineering=&#1492;&#1504;&#1491;&#1505;&#1492;@>
<@he.wwEngDocumentType=&#1505;&#1493;&#1490; &#1502;&#1505;&#1502;&#1498;@>

Everything work fine with original UI, however in WebUI only fields are showing correctly. Rule's and Profile's captions shows "ww..." placeholders instead of real labels.
